EV Charging for Pittsburgh Apartments and Condos: How to Make It Work
Most EV install advice assumes a single-family house with an attached garage, a clear run to the panel, and full control of the electrical system. If you live in a Pittsburgh apartment, condo, townhouse with a shared garage, or a co-op with a surface lot, none of those assumptions hold. Charging an EV still works, but it takes a different approach and almost always takes a conversation with someone (a landlord, an HOA board, a property manager).
Here’s how we’ve helped tenants, owners, and HOAs put together EV charging solutions in multi-unit Pittsburgh buildings.
Start with where you’d actually plug in
Before any conversation about cost or electrical, figure out physically where a charger could live. The answer is usually one of:
- Your assigned parking stall in a garage: the best case. Clear ownership, proximity to a wall, usually a path to power.
- An unassigned garage stall: trickier. Who gets to install something permanent in a shared stall?
- A surface lot space: hardest, because it’s typically long distance from any panel and weather-exposed.
- Street parking: usually a no-go, because cities and HOAs don’t allow charging cables crossing sidewalks. Some cities are piloting curb-level charging, Pittsburgh isn’t yet.
For condo owners
As a condo owner you probably own the interior of your unit but share ownership of the garage, parking lot, and electrical infrastructure with the HOA. Installing an EV charger typically requires HOA approval.
Recent Pennsylvania legislation makes it easier (HOAs can’t unreasonably prohibit EV charging), but you’ll still need to formally request approval, submit plans, and usually have the HOA’s own electrician or a board-approved contractor do the work.
The financials are usually one of three models:
- Owner pays all: you install and pay for the charger. You also pay for the electrical meter/submeter so your usage doesn’t hit the building’s common-area bill. Common in smaller condo buildings.
- Building adds to master bill with surcharge: the charger draws off the building’s electrical service, your usage is submetered, and you pay a monthly surcharge based on kWh used. Easier install, no separate meter.
- Shared infrastructure, individual chargers: the building installs a high-capacity feeder to the garage, individual owners install chargers that tap into it. Each owner’s usage is metered and billed. Most common in newer buildings designed with EVs in mind.
For older Pittsburgh condo conversions (common in Lawrenceville, Strip District, and parts of downtown), the electrical is often the limiting factor. If the building has a single 400-amp main service feeding 24 units, adding 10 EV chargers means upgrading the service before anything else happens.
For renters
Renters have less leverage but more options than they think.
Ask the landlord first: a lot of Pittsburgh landlords are open to letting tenants install or contribute to installing a charger, especially in buildings with dedicated parking. The charger itself stays with the unit when you move, and the wiring stays with the building.
Level 1 as a bridge: if the landlord won’t do any electrical work, a standard 120V outlet near your parking spot can charge a plug-in hybrid fully overnight, or a full EV at 3 to 5 miles of range per hour. Not fast, but often enough for daily commuting if you have access to a free outlet. Run a UL-rated extension cord only as a last resort, because fire liability is real.
Workplace charging: ask your employer about charging at work. Many Pittsburgh employers (UPMC, Duquesne University, Allegheny Health Network, Alcoa, some downtown firms) have added employee-use L2 chargers in their lots.
Public DC fast chargers: for short commutes, you can get by with weekly stops at a public fast charger. Electrify America stations at Ross Park, Waterworks, and Robinson Town Centre can add 200+ miles in 20 to 30 minutes. Not cheap, but workable.
For HOA boards and property managers
If you’re on an HOA board or managing a Pittsburgh multi-unit property, the question isn’t whether tenants will ask for EV charging, it’s when. Getting ahead of it with a clear policy saves a lot of headache.
We’ve worked with several Pittsburgh condo associations to install shared infrastructure. A common approach:
- Run a high-capacity feeder from the main service to the garage (100 to 200 amps of dedicated capacity, depending on the number of stalls)
- Install load-managed chargers (ChargePoint, Wallbox, Blink) that communicate with each other and share the available capacity
- Individual charging sessions are metered and billed to the owner via the charger’s network, with a small service fee to cover building infrastructure maintenance
Total cost for a 10-stall condo garage is typically $30,000 to $60,000, which breaks down to $3,000 to $6,000 per stall. Individual owners pay $800 to $1,500 to activate their own stall’s charger.
Pennsylvania rebates for multi-unit installs
Duquesne Light and the state DEP have offered rebates for multi-unit EV charger installations in recent years. The programs change year to year. Check the DEP Alternative Fuels Incentive Grant (AFIG) program and Duquesne Light’s business/commercial EV program before filing for install. A good contractor will help navigate the paperwork.

The biggest mistake condo owners and HOAs make is waiting until two or three owners want chargers before planning. Install costs, electrical capacity, and scale all favor planning for 50+ percent of stalls eventually needing chargers, even if only a handful want them today. Pittsburgh EV adoption is growing fast enough that future-proofing makes sense.

Yes, but the process requires HOA approval and often a shared-metering discussion. Pennsylvania’s Right to Charge law (passed 2023) prohibits HOAs from unreasonably denying EV charger installs in owned parking spaces, though you’ll still need to cover electrician costs and follow the HOA’s aesthetic guidelines.
What are my EV charging options in an apartment without a dedicated spot?
Talk to the property manager about networked charger installs (ChargePoint, EVgo) that bill each user through an app — many Pittsburgh complexes are adding these at the request of 2–3 EV residents. If that’s not feasible, workplace charging and nearby DC fast chargers (Sheetz, Walmart) are common backups.
Does my HOA have to approve an EV charger installation?
In Pennsylvania, HOAs can set reasonable conditions (aesthetics, installer credentials, insurance) but cannot outright deny a charger in your owned space.
